Can I mute all To dos?

No, at this stage you can only mute Device not seen in 24 hours To dos.

When will I start getting To dos through again?

Almost immediately.  If the device hasn’t been seen in 24 hours, then you will get one within about 15 minutes.  Otherwise it will be the next time we’ve not seen the device for 24 hours.
