Activate imessage

I’m trying to activate iMessage on my daughter’s phone however the forum on how to activate doesn’t appear as options. Could you pls guide me thank you.

I have checked your account and Family Zone is not blocking anything that could impact iMessages.

iMessage works through wifi but not mobile data? Is this being blocked somewhere?

I've had a look at your logs and can't see anything involving iMessages or Apple Services being blocked. I would recommend looking at the iCloud settings and checking Screen Time restrictions for other places iMessages  might be blocked.
